Report on Merit Appointments to Positions
Subject to the Illinois Personnel Code
The Personnel Code, 20 ILCS 415/9(12), requires that the Director of the Illinois Department of Central
Management Services prepare and publish a semi-annual statement, counting by agency, the number of employees exempt from merit selection (i.e., those not required to take a test of fitness and compete
openly with other eligible candidates), and those non-exempt employees (who have either been selected from an open, competitive listing of eligible candidates after successfully completing a qualifying
examination or who have transferred from another merit system). The following report has been prepared in compliance with this reporting requirement.
