ORDINANCE NO. 22-01

An ordinance adopting a budget and appropriation for the edinburg fire protection district, christian county, illinois for the fiscal year beginning june 1, 2022 and ending may 31, 2023

Be it ordained by the board of trustees of edinburg fire protection district as follows:

Section I. That the following is an estimate of receipts, by source, of the Edinburg Fire Protection District for the Fiscal Year beginning June 1, 2022 and ending May 31, 2023:

Anticipated revenues and expenditures

Cash on Hand (Estimated) at June 1, 2022 $ 60,539.00
Real Estate Tax Receipts 79,506.00
Total anticipated receipts and funds available $ 140,045.00

Section II. That the following sums of money be and they are hereby budgeted and appropriated for general corporate purposes for the Edinburg Fire Protection District, for the Fiscal Year beginning June 1, 2022 and ending May 31, 2023 for the following purposes:

Dues, Subscriptions, Training, Vaccines $ 6,000.00
Reserve for Building & Supplies 10,000.00
Publication 600.00
Routine Repair of Equipment 9,651.00
Insurance Building, Equipment, Liability &
Workers Compensation 11,000.00
Utilities 8,000.00
Compensation for Fire Chief, 2 Assistants,
Treasurer, Attorney, Volunteers & Trustees 12,000.00
Equipment Purchases & Major Repairs to Equipment 46,727.00
Postage & Miscellaneous Expense 3,000.00
Gas & Oil 5,000.00
Loan Payment 28,000.00
Total Budget and Appropriation – general fund $ 139,978.00

Total anticipated funds at may 31, 2023 $ 67.00

Section III. The Trustees shall have the power and authority during the aforesaid Fiscal Year from time to time, as in their judgment may be necessary, to make transfers among the various line-item appropriations for the purpose of meeting exigencies that may arise during the year as permitted by law. To the extent permitted by applicable law, all unexpended balances of any item or items of any general appropriation made by this Ordinance may be expended in making up any deficiency in any item or items in the same general appropriation made by this Ordinance. The sums herein appropriated are appropriated from all sources of income, including but not limited to all sources of income from property taxes, and all other revenues of the Fire Protection District received from all sources of revenue. Should a deficiency exist in any fund or line item other than the General Fund for a purpose for which money may be legally appropriated and spent from the General Fund, that deficiency may be made up from the General Fund. The amount of any such deficiency in any such fund or line item other than the General Fund is hereby appropriated from the General Fund.
SECTION IV. If any section, subdivision or sentence of this Ordinance is held invalid, it shall not affect the validity of the remainder of this Ordinance.
Section V. This Ordinance shall be known as Ordinance No. 22-01 and shall be published in a newspaper of general circulation in the Edinburg Fire Protection District, Christian County, Illinois, within thirty (30) days of the date of its passage. The newspaper shall furnish a certificate of publication to the Secretary of the Fire Protection District, which certificate shall be placed in the official records of the Fire District and this Ordinance shall be in full force and effect from and after ten (10) days of its publication.
Passed by the Board of Trustees of the Edinburg Fire Protection District this 12th day of September, 2022 and filed with the Secretary of the said Fire Protection District the same date.

The undersigned, being the duly appointed and acting Treasurer of the Edinburg Fire Protection District, as chief fiscal officer of said District, certifies that the estimate of receipts set forth above in Ordinance No. 22-01, being the Budget and Appropriation Ordinance of the Edinburg Fire Protection District for the fiscal year beginning June 1, 2022 and ending May 31, 2023 correctly states the revenues, by source, anticipated to be received by the said Fire Protection District for the fiscal year indicated. This certification is made in compliance with the provisions of 35 ilcs 200/18-50.
