Village prepares for possible July start date on water project

EDINBURG — The Village of Edinburg held a regular meeting on Monday, March 13, 2023 at 7:00 p.m. in the Village Hall.
At last month’s meeting, the Board asked Village Engineer Been Spreen to work on a new cost estimate for the raw water line project the Village has been working on for over a year. They wished to know what the new cost for the project might be so they could better prepare for financing it. Screen provided an updated cost to the project that came in around $1,080,900.
Following a discussion with Spreen, Village Attorney Rocci Romano approached attorney Mike Southworth about appointing Southworth as a Bond Counsel. A Bond Counsel is someone who would work with Romano and the Village in helping them get the proper paper work in place for getting bonds to help pay for the project. Southworth is authorized to serve as a Bond Counsel and has worked with Romano before.
To have Southworth onboard for the whole project would cost around $95,000, but he would be able to help the Village with EPA legal regulations and their bonds.
The Village has been pushing hard to get all the prep work done for the Illinois Public Water Supply Loan Program because the list of accepted municipalities will be released on July 1. If the Village is selected to take part in the program, they will be able to begin the project immediately. To that end, they have sent out a request to get a new permit from the IEPA for the project. The Board also approved having Mike Southworth serve as Bond Counsel and preparing the Bond Ordinance to help finance the project.
Romano said that if they have all their paperwork ready by April, they can send it off for approval in May, and be ready for a possible July start date on the raw water line project.
The Board also spoke about getting a credit card machine from Bank of Springfield to help offer a new way of payment to village residents. The terminal for the system would cost the Village #380, with additional operation fees. There would be a 3.5% convenience fee on transactions as well as a charge of $.10 per transaction to help recoup the cost. The Village would have to pay $22.93 a month for the system. The Board approved the credit card machine system at the meeting.
The Board decided to switch to CTI internet for the Village Hall at a cost of $69.00 a month for more reliable service. They also included a $294 cost for extra mesh to have a booster for the signal, which was necessary for the building.
New cameras were purchased to the Village Hall and ratified at a cost of $897. The Board approved the cost for wiring and monitors for the news system at a cost not to exceed $1,100. Trustee Clay Davidson said he had extra wire he was willing to donate to the Village at home to help keep the costs down.
The Village agreement with Panhandle Eastern Pipeline for gas was renewed for another three years. The Board explained that the agreement with Panhandle was the only way they had currently to get gas.
