ADVERTISEMENT FOR BIDS

Separate, sealed proposals (Bids) will be received by the CCWRD, at 1058 Langleyville Road, Taylorville, IL until 2:00 p.m. prevailing time, December 19, 2023 for the above Project at which time Bids will be publicly opened and read aloud. Any Bid received after the time and date specified shall not be considered. Those bidders wishing to hand-deliver their bids are encouraged to arrive 10 minutes prior to the scheduled opening in order for bids to be appropriately stamped in and received.

The work includes, but is not limited to, construction of a new headworks that includes screens and grit equipment, demolition of the existing roughing filter, rehabilitation of several clarifiers and sludge pump stations, rehabilitation of the activated sludge tanks to include new blowers and mixing system, construction of a new blower and waste thickening building, modifications to the existing digester tank, construction of a new chemical feed building, upgraded electrical and SCADA systems, and all associated equipment with each of these components. In addition, the work includes demolition, replacements, and construction of improvements associated with the first flush tank at the Elm Street Combined Sewer Overflow (CSO) Facility.

ANY CONTRACT OR CONTRACTS AWARDED UNDER THIS INVITATION FOR BIDS CARE EXPECTED TO BE FUNDED IN PART BY A LOAN FROM THE ILLINOIS ENVIRONMENTAL PROTECTION AGENCY (ILLINOIS EPA). NEITHER THE STATE OF ILLINOIS NOR ANY OF ITS DEPARTMENTS, AGENCIES, OR EMPLOYEES IS OR WILL BE A PARTY TO THIS INVITATION FOR BIDS OR ANY RESULTING CONTRACT. THE PROCUREMENT WILL BE SUBJECT TO REGULATIONS CONTAINED IN THE PROCEDURES FOR ISSUING LOANS FROM THE WATER POLLUTION CONTROL LOAN PROGRAM (35IAC PART 365), THE DAVIS-BACON ACT (40USC276a THROUGH 276a-5) AS DEFINED BY THE UNITED STATES DEPARTMENT OF LABOR, THE EMPLOYMENT OF ILLINOIS WORKERS ON PUBLIC WORKS ACT (30 ILCS 570), AND THE USE OF AMERICAN IRON AND STEEL REQUIREMENTS AS CONTAINED IN SECTION 436 OF H.R. 3547, THE CONSOLIDATED APPROPRIATIONS CT, 2014. THIS PROCUREMENT IS ALSO SUBJECT TO LOAN RECIPIENTS POLICY REGARDING THE INCREASE USE OF DISADVANTAGED BUSINESS ENTERPRISES (DBE’S). THE LOAN RECIPIENTS POLICY REQUIRES ALL BIDDERS TO UNDERTAKE SPECIFIED AFFIRMATIVE EFFORTS AT LEAST SIXTEEN (16) DAYS PRIOR TO THE DAY OF THE BID OPENING. THE POLICY IS CONTAINED IN THE SPECIFICATIONS. BIDDERS ARE ALSO REQUIRED TO COMPLY WITH THE PRESIDENTS EXECUTIVE ORDER NO. 11246, AS AMENDED. THE REQUIREMENTS FOR BIDDERS AND CONTRACTORS UNDER THIS ORDER ARE EXPLAINED IN 41 CFR 60-4.

The successful bidder will be required to agree to not less than the prevailing rate of wages will be paid to all workmen, laborers, and mechanics performing their work under their contract.

Bids will be received for a single prime Contract.

The Issuing Office for the Bidding Documents is: Crawford, Murphy & Tilly, Inc., 2750 West Washington Street, Springfield, IL 62702. Prospective bidders may contact the consulting engineers office by dialing 217.787.8050 or e-mailing Jennifer Boyer at jboyer@cmtengr.com. Prospective Bidders may obtain copies of the Bidding Documents from the Issuing Office as described below:

Electronic copies of the Bidding Documents may be obtained from the issuing office Monday through Friday between the hours of 8:00 a.m. and 5:00 p.m. (local time). Electronic copies of documents may be obtained free of charge.

Partial sets of Bidding Documents will not be available rom the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

A pre-bid meeting will be held at 2:00 p.m. local time on Monday, November 13, 2023 at 1058 Langleyville Road, Taylorville, IL per Document 00 25 00. Bidders wishing to schedule additional site visits outside of the pre-bid meeting shall contact Jennifer Boyer at Crawford, Murphy & Tilly to schedule a time and date. Participation in the pre-bid meeting is mandatory. Following the pre-bid meeting, an optional site tour will be conducted at the WWTP and the Elm Street CSO Facility.

Bid security shall be furnished in accordance with the Instructions to Bidders.
