TAYLORVILLE — The Taylorville City Council held its regular meeting at 7 p.m. in the council chambers of the Taylorville Municipal Building located at 115 North Main Street, Taylorville. All Aldermen were present except Kathy Driskell. The city council addressed concerns about removing the bent flag pole from the Oak Hill Cemetery.
Randy Michelson discussed moving the pole to a place of honor with a memorial plaque to commemorate the tornado the tore through the city in December of 2018. The tornado was a very impactful time for Christian County, when the community came together after hardship to rebuild and stand together. The council members would like to preserve the flag pole as a symbol of the strength the community holds by finding a way to keep the bent flag pole at Oak Hill Cemetery.
The matter will be discussed further at the next regular city council meeting.
Mayor Bruce Barry had the honor of reviving keys from the Taylorville Fire and Police Department trustees to the new Pierce Freightliner Dryside Tanker fire truck to the city. The Council later approved a motion to Approve the Taylorville Fire Department to receive $107,000 from the BDD Funds for needed repairs to the building at the Fire Department. The Council also agreed to direct the City Clerk to write an ordinance allowing the sale of the 2001 Danko International 2000-gallon Tanker Truck to the Taylorville Fire Department.
Mayor Barry would also like to remind the community that golf carts and ATVs must have proper, up-to-date plate stickers to be legal for street driving.
City Attorney Rocci Romono said the city now owns 305 East Popular Street and was working on demolition plans. He also provided details of the East Franklin property agreement. Rocci Romono was still working on property agreements with CTI to finish up proper documentation. The city will also be posting an office clerk job in the city clerk’s office. The listing will be posted for five days.
The Taylorville Girls Track Team were honored by the city council. Mayor Barry proclaimed April 15, 2024, as 2024 Taylorville High School Girls Track Team Day in honor of the team’s achievements.

The Council approved two upcoming events. The first was the Cherokee Street Closing going south from Gandy Street to Second Street and First Street at Cherokee Street on Monday, May 27, 2024, for the Memorial Day Service from 8 a.m. to 11 a.m. The other event was the O’Reilly Auto Parts 10th Annual Car Show on June 22 between 8 a.m. and 8 p.m.
The Council approved changes to two ordinances. The first was an amendment to paragraph I of section 1 of ordinance no. 4107. This change will extend the usage of the GSI Group, LLC and Sol America Energy, LLC to install and make the solar energy facility functional. The other ordinance adds paragraphs D and E to Section 3-6-3, amending Section 3-6-6 of the Taylorville city code. The code change limits cigarette and tobacco dealer’s licenses to twenty and increases penalty fines to $750 per offense.
The city council approved the materials and contracts to the lowest bids for curb, guttering, and sidewalk replacement to R&B Peters Construction. Projected project estimates for sidewalk replacement were $4.58 per square foot, curb and gutter replacement was $27 per linear foot. CCI Redi-MixCurb and Guttering-$162.50 per cubic yard sidewalks-$159 per cubic yard. The following bids for gasoline and diesel fuel from FS approved by the Council were: on road biodiesel (B2) up to 21,000 gal for 3.43497; on road biodiesel (B2) Winter Grade, up to 21,000 gal at 3.49497; off road biodiesel (B2) up to 16,700 gal at 2.91096; off road biodiesel (B2) winter grade, up to 16,700 gal at 2.97096; regular unleaded grade gasoline, up to 44,000 gal at 3.00832.
The Emergency Services Committee recommended that a new computer system and software from ASC be approved at a cost not exceeding $11,625, to be paid from the ESDA line item in the fiscal year 23/24 budget. This motion was approved. For the water committee, the Council approved the Inventory Grant with Benton & Associates, Inc., at a cost not to the City Council to enter into an Agreement for the Lead Service Line exceeding $5,000 and the Service Agreement for good houses with Benton the Cociates, Inc. at a cost of at most $63,000.
The Lake & Airport Committee recommended that the city proceed with the purchase of two John Deere Mowers from John Deere in Taylorville at a cost not to exceed $16,761.91 and waive the statutory bidding process with a trade-in of a 2017 Exmark LZS to be paid out of the FY 2024/2025 budget equipment line item. The agreement was previously approved and confirmed at last night’s meeting. The following motion was approved for Slow Mow Excavating to seal coat the Airport parking lot at the cost of at most $5,000.
The minutes from previously held meetings were approved for the Minutes of the regular meeting on April 1, 2024; Public Hearings held on April 1, 2024; the Emergency Services Committee Meeting held on April 4, 2024; the Personnel Committee Meeting held on April 4, 2024; Lake/Airport Committee Meeting held April 11, 2024; Water Committee Meeting held April 11, 2024. The Council agreed to the city bill payments of $459,424.51, and the meeting was adjourned at 7:23 p.m. The next City Council meeting is at the Taylorville Municipal Building in the council chamber at 7 p.m. on May 1, 2024.
