Pana Council approves Roseland Theater repairs

PANA — During its session on Monday night, Mar. 24, the Pana City Council approved bids for roof repairs and masonry work on the Roseland Theater building. Alderman Glen Schneider was absent. Alderman Catherine Stephens participated by telephone.
Building Maintenance and Restoration of Oconee was awarded the contract for the masonry work. The vote was 7-0 to approve. Their bid was for just over $17,000. There was one other bid on the project from Berglund ConstructionCo. of Chicago for $110,000.
For roofing work, At Your Service Roofing of Pana received the contract. Their bid totaled almost $100,000. Two other bid submission were from Whitney Roofing of Effingham for almost $133,000 and from GPI, Inc. of Vandalia for also ear $100,000.
Last year, the city of Pana purchased the theater and operate it. Plans are to revive the 1930’s art deco style theater so it can be utilized for as a performing arts center.
In other business, Economic Development Director Kirby Casner announced the city was awarded a $1.2 million Rural Innovation Stronger Economy (RISE) grant from the US Department of Agriculture. The grant will be used to replace downtown Pana water lines in an area along Poplar St. from First to Fourth Streets; Second Street between Poplar and Chestnut; and Third Street between Poplar and Chestnut Streets.
“This is a big win for the city,” Pana Mayor Nathan Pastor said of the grant award. “This was an extremely competitive grant process.”
Material bids for another water line replacement project were approved. Schultz Supply of Edwardsville was awarded the contract for just over $48,000. This includes 2,300-feet of 6-inch water line; three fire hydrants; four valves; and 28 service connections. The line will run along Pine St. to Third and east to Fairgrounds Road and then north to tie in with Second Street.
The project will be completed by the city street and water crews and is scheduled to start when the materials are received.
DC Waste received a year-long contract for garbage pick-up at city locations. The bid was for almost $8,600. They will pickup trash at locations in Kitchell Park, Lincoln Prairie Bike Trail, June Clark Cheney Dog Park, the city garage, wastewater treatment plant, boat ramps and disc golf course at Pana Lake, city hall and police department and water treatment plant.
A bid of $3,000 was accepted to mow the south face of the Pana Lake dam from John Hicks, Pana. It will be mowed three times – in May, July and September.
In other actions, the Council approved:
• A stop sign and “Do Not Enter” sign at the elementary school drive and Panther Drive;
• An ordinance to make the intersection of 200N Road and Chippewa Run a three-way stop and a stop sign at Seneca Trail and 200N Road;
• Move a speed limit sign on 200N Road 250-feet west;
• Accepted a Quit Claim Deeds from Rondy Keener, Jr. and David Keener for property at 104 N. Poplar St. (burned out house just north of County Market);
• Sent back to the Planning and Zoning Commission an ordinance to re-zone property at 2565 Illinois Route 16 (Lake Lawn Inn) from R-1 to C-2;
• Rescinded a resolution between the city and BNT Glass for TIF Funding and a facade grant due to construction delays.
