CHRISTIAN COUNTY — The Primary Election for Christian County will be held on March 17, 2026. There are many contested races this year, from the position of Sheriff to seats on the County Board. In order to better inform the community on who is running, the Breeze-Courier has compiled information on candidates.
The candidates were all asked to give a brief biography about themselves, and a statement of candidacy explaining why they were running and what their focus would be if elected. In addition to these questions, each candidate was asked to answer a single question.
Candidates for County Board were asked to answer the question, “What improvements do you think the County Board needs to bring to the county?” Candidates for Sheriff were asked, “If you are elected sheriff, how do you plan to address the policing needs of Christian County?” The candidates for Fourth Circuit Judge were asked, “If you are elected, how do you plan to improve the court system during your time as a Circuit Court Judge?”
The following profiles and information was provided by all the candidates to the Breeze-Courier. Any candidates not included in this preview declined to give their information to the newspaper by our press deadlines.
SHERIFF

James Baker
“My name is Jim Baker, and I am running for Christian County Sheriff. From day one, my focus is simple — public safety, accountability, and responsible leadership.
The job of Sheriff is not something you learn after the election, and it is not about politics. It is about experience, preparation, and service to our community.
When you vote for Sheriff, you are hiring someone to lead and protect this county. With 27 years of law enforcement experience and proven leadership as Chief Deputy, I am prepared to serve as your next Sheriff.
I am committed to keeping Christian County safe, accountable, and fiscally responsible — not just today, but for future generations. With a clear understanding of the challenges facing law enforcement and a practical vision for the future, I am ready to continue serving this county with integrity, dedication, and experience.
If elected Sheriff, I will address the policing needs of Christian County by focusing on public safety, accountability, and responsible stewardship of taxpayer dollars.
As Chief Deputy, I have been directly involved in managing budgets, securing grant funding, and ensuring resources are used efficiently. Protecting the public must always go hand in hand with fiscal responsibility.
A priority will be combating crimes against children, including exploitation and abuse, through trained personnel and proper investigative procedures.
I will continue strengthening drug enforcement efforts by working with regional task forces and directing resources toward combating narcotics distribution in Christian County.
Mental health response is another critical need. Deputies are often the first to respond to individuals in crisis. I will continue working toward partnerships with the health department to implement an in-field mental health professional who can respond alongside law enforcement when appropriate — improving outcomes while allowing deputies to focus on safety.
I will also ensure deputies operate under clear policies, consistent training standards, and strong supervision. My goal is a professional, transparent Sheriff’s Office that protects every resident of Christian County while managing public funds responsibly.”
Jim Baker is a lifelong Christian County resident with more than 27 years of law enforcement experience. He currently serves as Chief Deputy with the Christian County Sheriff’s Office, where he oversees daily operations, personnel supervision, and budget management.
As Chief Deputy, Jim secured additional staffing for patrol, dispatch, and jail operations to better serve the county. He led the creation of the Sheriff’s Office mobile app at no cost to taxpayers and secured more than $140,000 in grant funding for equipment and safety improvements. He was appointed by the County Board to serve as project manager for the $2.1 million jail renovation, overseeing the project from planning through implementation.
Jim has served in patrol, worked in investigations, supervised operations, and held leadership roles including Chief of Police and Chief Deputy. He earned a degree in Law Enforcement and continues to remain engaged in professional leadership roles. He serves on the Lincoln Land Community College Law Enforcement Advisory Board, the Illinois State Police CIEG Drug Task Force Board, and was recently appointed Chairman of the Christian-Shelby 911 Board.
Jim believes public safety requires accountability, preparation, and responsible use of taxpayer dollars. He is married to his wife, Krystal, and is a proud father. He is running for Sheriff to provide experienced, ethical leadership focused on protecting Christian County.

Phil Deal
Born and raised on a farm in the heart of Christian County, Phil has spent his lifetime working to make this area a better place to live for everyone. After spending more than 20 years working the family farm, Phil began his career in law enforcement by serving the people of Kincaid, where he worked until he joined the Christian County Sheriff’s Office. Now, he works for the Stonington Police Department all while owning his own tree cutting business. Whether it be farming, cutting trees or policing the community, Phil has spent his entire career helping the great people of this county. This is where he was raised and where he raised his own family, where he’s watching his grandson grow up and where he’s hoping to be your next Sheriff.
“With a heart of service and commitment to family values, I would be honored to earn your vote in the 2026 race for Christian County Sheriff. For almost 20 years I have served the great people of Christian County as a law enforcement officer, 17 of those years being a Christian County deputy. I have spent those years working to make sure that our county is not only a safe space to live, but a place we can all be proud of. I have seen the way our communities have grown and evolved throughout the years while also recognizing the potential to make it even better. Improvement begins with strong leadership and a deep connection to the people I plan to serve.
I will be a leader of change, working to make sure our deputies and staff have the most up to date training, technology and equipment to keep our communities safe. I will be a Sheriff for all, visible on the streets and working to build community engagement with the Sheriff’s Office. I will work hand in hand with other agencies and the Community Action Team (CAT) making sure we are committed as a team to being tough on crime and keeping drugs off of our streets. I will be committed to standing behind my deputies, correctional officers, dispatchers, and other employees of the Christian County Sheriff’s Office, along with all other law enforcement personnel in Christian County. I will make the utmost effort to foster public transparency and focus on the safety and wellbeing of our residents.
As a life-long resident of this county, I have worn many hats… police officer, business owner, husband, father, papa, and friend. I have lived and worked here my entire life, raised my family here, and will work tirelessly to ensure this county remains a safe place for all. In 2026 I would be honored to earn your vote to serve this county in a new way, as Sheriff of Christian County.
If I am elected, I plan to have monthly meetings with the chiefs in our county to see what their issues are that they are facing in their towns/villages. I plan to have community events, such as having hamburgers and hotdogs in each of the towns to allow the community to meet the deputies, dispatchers, and correctional officers, that help protect them. I would like to join the other agencies in our county to speak with the principals of our schools, to form plans on how better to serve them.”
COUNTY BOARD
District 1

Luke Millan
Luke Millan is a lifelong resident of Christian County and a dedicated public servant who believes strongly in community, accountability, and responsible local government. He currently serves as a firefighter/paramedic and has spent his career working in public safety, where protecting families and serving others has always come first.
Luke and his family are deeply rooted in the county, and he takes pride in the values that define the community — hard work, honesty, and looking out for one another. Through both his professional career and his involvement in the community, Luke has developed a strong appreciation for the challenges facing local families, farmers, landowners, and small businesses.
Luke decided to run for the Christian County Board because he believes local government should be accessible, transparent, and truly representative of the people it serves. He values listening before speaking, asking thoughtful questions, and making decisions based on what is best for the long term health of the county.

Linda Curtin
“I am Linda Curtin, candidate for County Board District 1 which consists of Assumption, Locust, May, Mosquito, Mt. Auburn, Prarieton and Stonington Townships.
I am married to Ben Curtin. We have a son Jess, and a daughter Lori Parks (Tim). They have four sons, Ian, Evan, Elliot and Isaac. We live on a farm in between Stonington and Taylorville.
I am active in my community as a member of Holy Trinity Catholic Church in Stonington, and member of that Parish Council, a board member of the Christian County YMCA in Taylorville, Treasurer of the Christian County Democratic Women, trustee of the Retired AFSCME SUB CHAPTER 87, and a trustee in May Township.
I worked part-time for the Christian County Treasurer and the Christian County Clerk in the late 1990’s then full time, 1997-2002 in the Supervisor of Assessments office, and was a member of the AFSCME Council 31.
When the County Clerk decided to retire I ran for County Clerk and served 3 terms; 12 years until I retired. I worked for Christian County for over 20 years and really enjoyed serving the public.
After retirement I decided to run for County Board because I felt I was as qualified as anyone else to make informed decisions regarding day to day management of county government and I still feel that way. I am running for re-election for my third term. I presently serve on the finance committee and I am also the Christian County representative on the Land of Lincoln Workforce Alliance. This is a job placement and training work center serving Cass, Christian, Logan, Menard and Sangamon Counties.
My goal for serving on the County Board is to draw on my years of experience working for taxpayers to make informed decisions and to hopefully increase the number of good paying jobs for the people of Christian County.
I am asking for your vote in the Democratic Primary on March 17th and General Election on November 3rd.”

Susan Wise
“My name is Susan Wise, and I am a nearly life-long resident of Christian County. I was raised in rural Owaneco on a grain, forage, and livestock farm. I was active in 4-H and FFA and showed Shorthorn cattle at many county & state fairs, as well as national shows. I attended Taylorville public schools and graduated from Taylorville High School. I attended Lake Land Junior College and the University of Illinois Champaign-Urbana, graduating with a B.S. in Agricultural Communications.
I currently live in rural Assumption with my husband Perry Mayland. We have two grown children (and spouses) and four grandchildren. Perry & I own and operate a small business, BINS 247 LLC, which I manage on a day-to-day basis, and he provides extra labor on weekends and evenings. Perry is employed by GSI in Assumption. As business owners we strongly believe in community service, by donating both time and resources to various organizations.
I currently serve on the board of directors for SNAWS (Sharpsburg and Neighboring Area Water System). This non-profit organization currently supplies water to more than 350 rural customers, many of whom had collapsed wells or well water quality concerns.
My history with the County Board began in the Spring of 2019 when the prospect of wind turbines was first introduced to Christian County. My husband and I own farmland in Iowa, and our Iowa neighbors had already experienced the misrepresentation of truths from the wind energy company. We were able to share our knowledge so that the community could make more informed decisions. I have continued to follow (and occasionally attend) the County Board meetings since 2019.
I am honored to be a candidate for Christian County Board, District One. If elected, I would want to connect with the citizens and address key concerns and challenges they are facing. I would respect your point of view, even if it is different from mine. My campaign has been 100% self-funded because I am personally vested (both as a homeowner & business owner) and I am committed to keeping Christian County a safe and affordable place to live. I know several of the current board members and I can agree or disagree with any of them and remain able to work together for the benefit of Christian County. I promise to research problematic issues and make informed decisions. I encourage everyone to vote, as this is your county, your future and your vote is your voice.
My primary goals are to continue financial stability for the county, improve mental health resources, enhance business attraction & retainment, and to protect the water quality & supply. Water preservation is a part of the bigger picture of CO2 pipelines, data centers, and wind & solar farms.”
District 2

Vicki McMahon
“I’m Vicki M. McMahon, MSN, RN, and I am seeking re-election to the Christian County Board. As a lifelong Taylorville resident and healthcare professional with a Master’s in Nursing Administration, I bring over 30 years of experience in managing complex budgets and strategic planning to our local government. Since joining the Board in 2016, I have remained steadfastly committed to fiscal responsibility and transparent leadership.
My dedication to this community is deeply personal. Following the heartbreaking loss of my husband and my oldest daughter, and taking on the role as guardian to one of my seven grandchildren. These experiences have given me a firsthand perspective on the challenges facing our families and has deepened my resolve to ensure Christian County remains a safe, supportive, and thriving place to call home for all generations.
If re-elected, my focus will remain on three key pillars:
Fiscal Accountability: To continue to ensure tax dollars are managed efficiently to provide essential services without unnecessary burdens on residents.
Public Health & Safety: Leveraging my medical background to advocate for accessible mental health and family support services.
Multigenerational Growth: Improving infrastructure and community resources so that our seniors can age with dignity and our youth have the opportunities they deserve.
I am asking for your vote to continue providing steady, experienced leadership that puts the residents of District 2 first. Together, we can build a stronger future for the community we call home.”

David Puccetti
“My name is David Puccetti, and I am running for re-election to the Christian County Board.
I have lived in Christian County my entire life. I was born and raised in Tovey, Illinois. I have been married for 45 years, raised 2 children and have 4 grandchildren. I have lived in Taylorville, Ill. for 35+ years. I worked for the Illinois Department of Transportation for 32+ years before retiring.
I presently serve on the Fire Protection Board for Taylorville Township and on the Christian County Board for District 2. I was appointed to serve on the County Board, re-elected and I am presently running for re-election to serve another term.
I would like to continue to serve our county as a board member and work along with the other Board members. I would like to stop the CO2 pipeline, reduce excessive spending, and help protect our future and the future of our children and grandchildren.”

District 3
Sherri Anderson Craggs
“What an honor to run for the Christian County board! I am a mother of three, grandma of seven, and have been married to my husband Steve for 12 years. My educational background is in teaching, law enforcement, and gender studies. I retired from the Illinois State Police (ISP) after 25 years of service where I served as a trooper, worked in undercover narcotics , homicide, internal investigations, served in curriculum design/instructor development at the ISP academy, and finished my career as acting Director and Operational Lieutenant of the Medicaid Fraud Control Bureau. I served as the chairperson of the Chatham Fire and Commission Board and am currently a trustee on the Taylorville Park District board. My husband I own and operate Fur Love, a registered 501(c)3 charity foundation which is also registered with the Attorney General’s Office. After operational expenses, Fur Love invests profits in animals, citizens, and organizations throughout the county. While volunteering at Fur Love, I have seen a wide variety of need in our community which led to my decision to run for county board. My goal for serving on the Christian County Board is to use my vast work experience to assist in the issues affecting our county and to provide a unique perspective in how to stimulate our county’s future for the citizens, businesses, and fur babies.”

Jeanie Rathgeber
“My name is Jeanie Rathgeber, and I am a Democrat running for the Christian County Board in District 3. This is the county where my family and I call home, and I care deeply about the people who live and work here. I currently work for the State of Illinois, specializing in data and compliance. In this role, I have seen firsthand the vital importance of transparency, accuracy, and accountability in government.
Beyond my professional life, I stay involved in our community as a member of the TMH Auxiliary, and I hope to soon serve as a CASA advocate for children in foster care. I am also a proud member of AFSCME 997. Giving back and standing up for working families are values that guide me both personally and professionally. Elected officials have a responsibility to utilize community resources wisely and prioritize the needs of the people over politics. Good leadership is not about attention or titles — it’s about stewardship, listening, and doing the work that needs to be done. Throughout my career, I have seen that when we focus on practical solutions and treat one another with respect, we can work across differences and accomplish meaningful things for our community. It would be an honor to earn your vote and represent District 3 with integrity, humility, and a genuine commitment to serving the people of this county.
I am running for County Board because District 3 is my home. I am raising my children in our local schools, and like so many parents, I care about the kind of community we are building for them. I want Christian County to remain a place where families feel safe, supported, and proud to live and stay.
To achieve that, it means having government officials who listen, communicate clearly, and make decisions with the actual people in mind — not personal interests. As a parent, lifelong resident, and someone not tied down by the temptation of personal desire, I intend on bringing a practical, common-sense perspective to the County Board. My professional background in data and compliance has taught me the importance of accuracy, accountability, and follow-through to ensure every tax dollar is managed carefully and transparently.
Public service requires independence and clear boundaries. Residents deserve to know that decisions are being made solely in the best interest of the community, without competing interests. If elected in November, I am committed to serving with transparency and impartiality so that trust in our county government remains strong.
One of the best parts of running has been meeting neighbors and hearing what matters most to them. I look forward to continuing those conversations — at school events, community gatherings, and on front porches across District 3.
We need to focus on the practical ideas that affect our day-to-day lives. First, we have to be more aggressive about bringing new industry—like manufacturing back to Christian County. It is about creating good-paying jobs right here at home so our community stays stable for future generations. That growth has to go hand in hand with better upkeep of our basics: our highways and bridges. Whether you’re driving to work or walking through town, we deserve infrastructure that is safe and well-maintained.
We also need to make sure county wages are fair and competitive. Right now, we are at risk of losing experienced people to neighboring counties and city governments because our pay has not kept up. Losing good employees costs taxpayers more in recruitment and training, and the quality of service suffers in the meantime. I will be responsible with our budget, but I also know that if we want a county that runs smoothly, we have to value the people who keep it moving.”

Bryan Sharp
“My name is Bryan Sharp, and I am seeking re-election to the Christian County Board representing District 3. As a lifelong resident who has called this county home for 50 years, my commitment to our community is more than professional—it is personal. I am a self-employed farmer, and alongside my wife, Betsy, I am raising our two children who attend VisionWay Christian School. For the past three years, it has been my privilege to serve as your County Board Chairman, and my dedication to our community’s independence and fiscal health has never been stronger.
I am running to ensure Christian County remains a place where families thrive and our agricultural heritage is protected. My top priority is absolute accountability to the taxpayers. This means focusing on the proactive investment and maintenance of county assets to increase their service life and save you money long-term. I am a firm believer in landowner rights and protecting our resources from state overreach. I will continue to fight the trend of the state government diminishing local control; the residents of Christian County—not bureaucrats in Springfield—should decide our future. Whether it is land use or local policy, I believe in keeping the power in the hands of the people who live here.
Voters should support me because I bring both experience and a collaborative spirit to the board. I am proud to have built a strong working relationship with all our county department heads, and I look forward to our continued progress in making operations more efficient. I believe it is vital for a board member to understand the distinct difference between county jurisdiction and our various cities and municipalities; this ensures we stay focused on our specific duties, avoid overstepping, and never waste resources on projects outside our scope.
I believe in common-sense economic development that brings “real” long-term jobs through the strategic use of our Enterprise Zone. Most importantly, I strive to always be upfront and honest. I strongly discourage future board members who let personal interests influence their decisions or push for unnecessary taxpayer spending on county assets that are not essential. This board, under my leadership, will not misrepresent facts or intentionally mislead the public. You may not always agree with every decision, but you will always receive the truth from me. I lead with the same discipline I use on my farm: we take care of what we own and we spend wisely. I humbly ask for your vote to continue providing steady, truthful leadership for District 3.”
District 4

I also look forward to working with the other Board Members and Committee’s to help improve Christian County and help the residents of my District and the county. I would greatly appreciate your vote and available to address any concerns. Thank You!”

Clint Epley
My name is Clint Epley from Pana. I am a lifelong resident of Christian County and have always resided in Pana. I graduated Pana High School in 2010 and later got my Associates Degree in Ag Science from LakeLand College. After LakeLand I transferred to Western Illinois University where I got my Bachelor’s Degree in Ag Business and minored in Agronomy. I met my beautiful wife Kendra at college and we have a 5 year old daughter named Faith. After college; I came back and managed our family owned business right here in Christian County. I also help manage our family’s sizable Organic Farm along with my great Uncle Jack Erisman, my Dad Luke Epley and my brother Tyler. We also have an organic cow/ calf operation where we market our own beef. Along with the County Board I also serve on the Farm Bureau Board of directors, Pana Township Board, and Knights of Columbus. My family and I currently reside on one of our family farms in Pana.
I am currently Vice Chairman of the Christian County Board and would love to continue to serve. I am running for an extended term on the board to continue to protect citizens in this county and to give back to the community that has done so much for me. I am not only vested in this county but I have invested a lot of my time, blood sweat and tears into this county. I am young, energetic and motivated to work hard for my district and for all of this county. My line is always open and I am always available to lend a helping hand.
I believe the County Board needs to keep working for the betterment of the whole county. The Board needs to continue to protect the citizens of this county from evil entities. The board needs to promote economic growth and to work more closely with municipalities and whatever assistance they need.

Kenneth Crowe
“My name is Kenny Crowe. Born in 1987, I have lived in Pana my entire life. I was raised by a single mother in a small, close-knit family that taught me the value of hard work and looking out for one another. Over the years, as relatives moved away or passed on, I became the last of my immediate family left here. After years of caring for my aging mother until her passing, I have truly settled into the community I’ve known all my life. To me, the people of District 4 aren’t just neighbors—you are my family.
I’m a blue-collar guy at heart, currently serving as a night-shift supervisor at GPI in Shelbyville. My path toward public service began in 2016, when I saw a real need for stronger community support and long-term thinking in our local government. I am a progressive thinker who believes in equal rights for everyone and, more importantly, considers the long-term impact of the choices we make today.
Two years ago, I answered the call to run for the County Board. While I didn’t win that race, the experience was invaluable. I made friends across the district and listened to the concerns of hardworking people just like me. I’m running again because that work isn’t finished. I want to leave Christian County better than I found it, and I’m ready to represent you with honor and a clear vision for our future
I am running for the County Board because District 4 deserves a representative who will be a true watchdog for the taxpayers. I believe every tax dollar should be treated with respect, and I will fight to prevent over-taxation while ensuring we receive real value for the money we spend.
With my background in manufacturing management, I know how to review a budget and identify where we can be leaner and more effective. I want to be the person who asks the tough questions before your money is spent. I am also a firm believer in the power of communication; I want to hear from you so I can take our district’s needs directly to the board and fight for them. If you want someone who will work as hard as you do and keep an eye on the bottom line, I’m asking for your vote.
We need to focus on the essential pillars that build a strong future for our community: jobs, infrastructure, and public safety.
First, we must be aggressive about bringing manufacturing back to Christian County. I’ve seen firsthand how these industries sustain families and support local businesses. As your representative, I will work to make our county a top choice for new industry by fostering a pro-growth environment.
Second, we have to prioritize our infrastructure. Our county highways and bridges are the backbone of our local economy. However, infrastructure isn’t just about roads; it’s about the systems that keep us safe. Public safety shouldn’t be a partisan issue—it is a leadership issue. While our neighbors in Palmer have spent two years fighting for basic emergency protections like a storm siren, they’ve been met with dead ends and suggestions to raise local taxes. I believe our representatives can do better. Whether it’s fixing a bridge or ensuring every village has a working warning system, I will be a watchdog for your tax dollars and a champion for real solutions.
By focusing on these core areas—jobs, infrastructure, and community safety—we can make Christian County a place where the next generation wants to live, work, and stay safe.”
FOURTH CIRCUIT JUDGE

Philip Givens
“My name is Phillip Givens, and I am currently the Clay County State’s Attorney. I wanted to be an attorney ever since the second grade when I saw “A Few Good Men”. I am originally from Ridgway, Illinois, raised by a single mom in a low-income house. I graduated from Gallatin County High School in 2004, and the University of Illinois in 2008. After college, my oldest son Cooper was born in 2009. I fought for and was granted full custody of him in 2011. I continued my pursuit of becoming an attorney while being a single parent driving an hour and fifteen minutes each way to SIU School of Law from 2013-2016. In 2016, I became the Gallatin County Public Defender while being a solo practitioner. In 2018, I married my wife Denise, and we have three kids, Cooper, Piper and Lincoln. During that time, I held many roles as an Attorney. I was a public defender representing defendants. I handled divorces, child custody, estate planning, evictions, and represented villages and cities. In 2019, I became an Assistant State’s Attorney in Saline County prosecuting cases ranging from traffic tickets up to First Degree Murder. I was an Assistant Attorney General representing Correctional Officers, Nurses, Wardens and other employees in the Illinois Department of Corrections from December of 2021 until April of 2022. In March of 2022, I was asked if I would have any interest in becoming the Clay County State’s Attorney. Feeling called to pursue it, we moved to Clay County, and I am still in office as the Clay County State’s Attorney. In December of 2024, I was told this Circuit Judge position would be opening and I felt called to serve the Fourth Circuit. I announced my Republican Candidacy in February of 2025.
This position is not just a title for me. The State’s Attorney and Judge have been two goals in my life because those are the people who I always saw growing up trying to help better the community. They were the people who encouraged me, and I knew they were looking out for what was right and fair. I grew up raised by a single mother and we did not have much but our values. My Grampa always told me as long as you work hard, be genuine, and have faith, then you will have done all you can do. I have been in every area of the law that can come in the courtroom, and I have lived similar experiences to almost everyone that will come in the courtroom. I have a history of holding people accountable, and standing up for the Constitutions of Illinois and the United States of America, all while being fair and reasonable. This Circuit deserves a strong-minded, humble, fair and impartial Judge. Those are the values I hold dear and have throughout my career. I will continue to do those things as your next Circuit Judge.
How do I plan to improve the court system during my time as a Circuit Court Judge? I will continue to strongly uphold my oath to the Constitutions of Illinois and the United States of America. I will continue to treat each person who comes to court with the same dignity and respect no matter the situation. I will keep holding people accountable for their actions as I have done throughout my time as a prosecutor. And I will make sure people get their day in court in a timely and efficient manner. As a Judge, I will be fair, firm and for the people.”
